I've just read the general rules on sending the bitmaps for contests, where it is stated that the .jpg or the .png should be 640px by 480px on 300dpi resolution. Is this a mandatory rule to participate and if this rule is not respected would be the bitmap eliminated from the contest?
I am asking this as I have seen some images in the contests which are at different resolutions and different sizes.

The 640x480 px / 300 dpi resolution is recommended, not required. You can upload designs in different resolutions, just remember that the file should be 2 mb max (and that mock-ups are forbidden unless CH asks for it ).

It's also good to stick to a 4:3 ratio (640x480 is an example of 4:3)
Also just to mention the 300dpi recommendation... In Illustrator, using 300dpi will create an image larger than 640x480 (even if your document size is set at 640x480). In Photoshop, the resolution you type in will stay at 72ppi when you use pixels as your measurement. You can type in 300 or even 9999 for resolution because it doesn't matter... it will still be 72ppi.
