To create a document in Flash do the following:

1.Launch your Adobe Flash application and go to File ->New. This will open the new document dialog box.
2. Select the document type you want. If you are creating a web document select either ActionScript 3.0 or ActionScript 2.0.
3. Select any option from the Ruler Units section.
4. Enter a value for the frame rate in the displayed Frame Rate field.
Alternatively, you can grab the scrubby slider by the scruff of its neck and drag to set the desired frame rate.
5.Go to the Background Color swatch and choose the required background color and click ok.
