To combine images with layers using PSP do the following:

1. First open the images you want to combine.
2. Choose which image you want to use as the background image. Now select the other image and copy it.
3.Go to your background image, then go to Edit->Paste-> Paste As New to paste the selected image on your background image.
4. Go to View->Toolbars and check the ‘Layer palette’ check box to display the Layer palette .
5. Increase the transparency of the newly pasted layer by sliding its opacity slider to the left. This will allow your background layer show through.
6. Repeat the Steps 3 and 4 for adding more images.
7 . Go to Layers->Merge to merge the layers into one single. Go to File-> and Save As, and give your combined image a new name.
