Drupal is a CMS ( Content Management System). Drupal consists of pieces of nodes, these nodes could have different types, predefined or custom defined.
Using drupal you can create almost any type of website, blog, simple static website, company website, etc.. there are no limits with drupal.
However knowing some html, phpand Css will help you create more complicated things with drupal.
Drupal is easy to use, has lots of themes and modules, and it has a great user community
If your website is big then you should get a standalone IP address (VPS or dedicated server), because drupal is consumes a lot of system resources. But if your website is small then you can use shared hosting.
